This problem occured in FC3. I have recently customised the Desktop taskbar... if this helps

the problem is the world wide watch applet. if kicker (that's the name ofthe panel) doesn't start at all for you, you can edit your ~/.kde/share/config/kickerrc file in a text editor and remove it by hand (look for kwwapplet.desktop)... 

in any case, this problem has been reported many times before and has been subsequently fixed. thank you for reporting it though; and welcome to Linux and KDE!
