Version:           1.4.2 (using KDE 3.3.2,  (3.1))
Compiler:          gcc version 3.3.5 (Debian 1:3.3.5-8)
OS:                Linux (i686) release 2.6.11.6

- install 'vim' (I used the debian package vim (version 6.3))
- run vim
- make sure mouse support is enabled in 'vim' (:set mouse=a)
- type ':new' to create a new vim window
- click on the status bar (separator bar) with the mouse, it's impossible to move it

Now repeat this operation in an xterm, you can move it. The konsole session is an unmodified 'Shell' session and $TERM is set to 'xterm'.
