  The steps to this tutorial are numbered from 1 to 22.

  - There are 23 steps.
  
  This text will explain what the previous step in the tutorial
  accomplished.
  
  - This wording gives me the idea that the text in italics at
  Step 4 explains what happened in Step 3.

  - The list could be a bulleted list, numbered lists are commonly
    used for steps that need to be performed in a certain sequence.
