It seems to me that KIO should have something changed to allow protocols to say "I'm updated!". Not all would use this, like HTTP, but the audiocd should be able to. Not that I know anything about KIO. Rescanning every second is a hack IMO. A Refresh action however is definately a good idea. So we should add a refresh button in the toolbar and consider auto-refresh for certain protocols; audiocd, ipod, etc. (not remote ones though like http/ftp) I've added a reload button to the FileBrowser, so now I think the remainder of the bug is a wish.
