OS:          Linux (i686) release 2.6.2

Every time I try to start something (mp3 or radio stream via Internet) artsd crashes and I have to stop kde , remove files from /tmp directory to be able to start artsd again. Actualy it doesn't work.

Please try to start artsd in a konsole. Use the commands:
(to kill the old, and start a new with debugging info)
"killall artsd"
"artsd -l0"

Then report what it write.
