i do not see this issue at all here... what window focus model are you using (sloppy focus, click to focus) and what other non-default options are you using w/regard to the window manager and/or desktop? are you running Xinerama? The issue is that with the screen locked, the panel is displayed (and hidden) depending on the mouse cursor's location. And this happens only if the panel hide option is enabled. If panel hide option is disabled, the locked screen does not show the panel at all. So, my question is: why does the locked screen (kdesktop_lock) show/not show the panel depending on the panel's behavior settings ? This un-uniform (and incorrect) behavior is the real issue.
