This feature was removed post 3.1. See bug #54730.

Unfortunately, this is a highly desireable feature from a UI standpoint, and I wish it 
 hadn't been removed. The reason is Fitts's Law. With the window border of a maximized 
 window hidden, any UI elements on the inside border, e.g. scrollbars or tab widgets, are 
 directly on the screen edge and thus have 'infinite' depth, making them easy targets to 
 hit with the mouse.

Bug #51891 only complained about borders being visible at the top and bottom. Since this has 
to be reimplemented anyway ...

Already implemented, some decorations may still not have support for this implemented.

KWin support is there, complain about specific decorations if there are still problems.

Can this feature be implemented for the Plastik style and kwin decorations?  I've been able to make this feature work by using the Redmond kwin theme, but it doesn't quite work with Plastik.  Being able to scroll a window by simply throwing the mouse to the right edge of the screen is nice.

Plastik works fine for me e.g. with KWrite.
