Tools menus -- I was referring to Kate Tools menu and encoding list (nicely sorted and described).

On 4.3 trunk, the encoding list is ordered. There is some minor detail, it seems the sort is case sensitive and all the encodings starting with Uppercase letters are on the top, while the "cp-" ones are on the bottom of the list

Here the encoding list seems equal to what is described in the previus comment.
