There are a lot of dialogs which doesn't fit well on 1024x768. This problem is still reproducible on 3.5.9. The situation on 4 is a bit better (on 1024x768). Probably it won't be fixed on 3.5.x. Anyway, where can I found the policy about how KDE 4 should behave? Can confirm the issue for 800x600 on KDE4.1's konqueror. 1024x768 works fine. @finex: The already existing parts of the KDE4 Human Interface Guidelines is what you're looking for, i guess.
