Version: (using KDE Devel) Installed from: Compiled sources With the removal of file:/ for local file browsing in konq/kde, the kfile (file selection) bookmark system seems to have been overlooked. It still shows file:/ for all local paths saved as well. It also will format spaces for display at %20.

What is the bug? It shows the bookmark title as in the bookmarks. I have all three "/foo", "file:/foo" and "file:///foo" type entries displayed because that is what is in the bookmarks. Dunno why that should be stripped.
I thought there was somewhat of a move towards not showing file:/(//) for local files (even if you specify file:///home/user in Konqueror and hit enter, it changes to /home/user, as does file:/home/user). It also allows for more of the actual path to be visible since its truncated ellipsed(...) in the middle of the word. As for the %20, it was for legibility as well as most people don't know that %20 means a space.
For what its worth, I noticed in konsole today, which uses the same bookmarks as the file selector, if you create a bookmark from the same directory through konsole as you do in the file selector, the bookmark created in konsole shows it as requested, without the local file:/ protocol and with the fixed spaces shown as such and not %20.
Moving from "kio/kfile" component to "kfile" product, helps sorting out duplicates.
