I'm not able to reproduce this in Plasma built from git-master or Plasma 6.7.4 on Solus. When I click the rectangle or ellipse icons in the print screen chooser, with the rectangle at the top of the screen, the menu appears below it Can you take a picture of the bugged state with a phone, so I can make sure I'm doing the same thing you are? Thanks.
I added a attachment to the bug report. But here is the same picture. Continuação de um bom trabalho! Attach a screenshot of your display configuration system settings. It might be related to a known issue with non-rectangular monitor layouts.

The bug occurs when the top printscreen rectangle is around the search bar of a browser or below the search bar of the setting menu as is in the image shared.
I need a screenshot of your display configuration system settings, not a screenshot of the bug.

You only have one screen and you're using 100% scale, so this is not caused by a known issue. I've managed to reproduce it. it seems like there is a small area near the top where the logic to flip the toolbar positions doesn't activate.
The issue seems to occur when there is enough space to show the toolbar, but not enough for the sub-menu. From looking at the code, the toolbar computes its vertical alignment using only its own height and the sub-menu then blindly follows that direction. Spectacle could either compute the toolbar alignment using the overall height or have the sub-menu decide its own direction
