SUMMARY
When Plasma Keyboard is enabled (but not visible), physical keyboard keys can infinitely repeat after being used in a shortcut that includes modifiers (ex. Ctrl+Alt+C).

Some other folks have mentioned this issue, with different applications/shortcuts involved, on the KDE Discuss forums, and the resolution for them was to disable Plasma Keyboard (which is harder than expected due to https://bugs.kde.org/show_bug.cgi?id=509416):

STEPS TO REPRODUCE
1. Have the plasma-keyboard process running (either from intentionally enabling it, or from it becoming re-enabled unintentionally)
2. Configure a shortcut in the Bitwarden extension for Firefox to auto-fill login information with Ctrl+Alt+<key>
3. On a website's login page, press Ctrl+Alt+<key> (just once, not held down)

OBSERVED RESULT
The program acts as expected - in this case, the login information is filled into the website's form - but then <key> begins repeating into the active input field (at the end of the filled-in password, in this case) until a mouse click or keystroke removes focus from that input field.

EXPECTED RESULT
The shortcut works, and no keys are artificially repeated.

This happens to me occasionally, with Ctrl+Shift+L in Firefox 149. (maybe 5% of the time or less). I don't know how to reproduce it on command.
