Example screenshot from after this change, showing blurry (almost illegible) icons.

SUMMARY
With the change to prioritise SVG over PNG icons, Plasma no longer uses PNG icons /at all/ if an SVG exists, even if the SVG icon is entirely the wrong size. This breaks icon packs that use a mix of PNG and SVG icons.

The fix mentioned in https://bugs.kde.org/show_bug.cgi?id=516007 (https://invent.kde.org/frameworks/kiconthemes/-/merge_requests/212) would fix it in the short term - but this isn't an SVG rendering issue, and wouldn't be fixed by future changes to the QT SVG renderer.

STEPS TO REPRODUCE
Use an icon theme that has both PNG and SVG assets at different sizes (https://codeberg.org/irasponsible/canberra95 is the exact theme I'm using/making, but Chicago95 https://github.com/grassmunk/Chicago95 has the same issue).

OBSERVED RESULT
48px icons are used for all sizes, instead of the appropriate 32px/22px/16px icons (context dependent). The easiest way to see this is to open Dolphin, but the same issue occurs in the Panel and in Kickoff. Icons made to be pixel-perfect become blurred from the scaling. This is very obvious with large areas of dithering.

EXPECTED RESULT
PNG icons used for the appropriate sizes, and SVG icon used above (or at) 48px, as defined in index.theme.

This was the observed behaviour prior to 6.23, but I likely just wasn't noticing that the SVG wasn't being used above 48px (I thought it was just simply not pixel-perfect, and that was what caused the blur, but now I recognise it's because the PNG was being used), which was mentioned in https://bugs.kde.org/show_bug.cgi?id=502273

SOFTWARE/OS VERSIONS
Operating System: Fedora Linux 43
KDE Plasma Version: 6.6.2
KDE Frameworks Version: 6.23.0
Qt Version: 6.10.2
Kernel Version: 6.19.6-200.fc43.x86_64 (64-bit)
Graphics Platform: Wayland

ADDITIONAL INFORMATION
index.theme sets the minsize for icons in the "scalable" folder to 32/48px, but these icons are being used for 16px, 22px,and 32px regardless.

Side-by-Side Comparison

Using a workaround (just commenting out the scalable icon directories in index.theme), I've managed to put together a side-by-side.

Oddly, a small handful of icons *are* shown correctly, but I can't figure why - the icon for "Home" is using the icon "/apps/user.png" (or /user_icon.png? not entirely sure), but the rest are using icons from /places, and showing incorrectly. The same happens for apps/mimetypes etc, it's not limited to places, this is just the easiest example.

I don't know what they did, but after updating to KDE Frameworks 6.24.0 the Dolphin sidebar got bigger and it is really annoying me, before the height was 22px and now it is 30px, why?? The button is kinda big for something like this, maybe they should add this as a separeted option in the middle of 22px and 32px, why make this the default? Even in the settings it still shows as 22px...

I'm not sure what's causing that issue for you, but it seems unrelated to this one. This issue is about the wrong icon displaying at the specified size, not the wrong size being used. I'm getting 22px icons, but using the 48px icon sprite. You might want to check your display scaling settings?

Yeah, this doesnt appear to be directly linked to this, and my scaling is 100% the default, this started happening on KDE Frameworks 6.24.0 i tested it on a fresh arch vm too, I'll create a new issue for this
