SUMMARY After system startup, after a couple of minutes, the bottom panel completely freezes. It stops updating time, showing active windows, etc. But all other parts of the system work just fine. Even more, if I click somewhere on the panel where some kind of widget/tray button/app should be, it opens it as usual. If I kill plasmashell and start it again manually, this problem goes away and doesn't occur again until next reboot.
