My system : RedHat 7.2 with KDE 2.2.2 plus kde-i18n-Thai.

  When I set Thai language to be my default kde. Almost menu in many program (e.g. konqueror control center and etc) had show valid (show readable thai strings) and invalid string (show "???????" that it can't read). But in version 2.2.1 it show valid thai strings on all of programs.

I can't understand your english, but anyway, can you check your problem in curren kde? 
I'd said that it's a fonts problem but if some menus displays correctly .........

kde 3.1 has slightly better thai support than 2.2 had
