When I change mouse cursor theme it works until relog. After loading icons cursor switches to right one for a couple of seconds but then switches back to default white Oxygen theme. Theme is right when hovering over program windows but switches to Oxygen when cursor is over window decorations or other desktop elements like wallpaper, Plasma panels, Plasmoids. Happens with all the themes I have tried.

Steps to Reproduce:
1. Install KDE 4.11 (in OpenSUSE 12.3?) and a new mouse theme.
2. Switch to new theme.
3. Relog.
Actual Results:  
Mouse cursor theme is right when hovering over program windows but switches to Oxygen when cursor is moved outside.

Expected Results:  
Cursor theme should not change to default Oxygen.

In kcminputrc -file the theme is set to right. I have installed themes in settings by "Search new themes". They seem to have installed correctly in ~/.icons and have ownership to my username and group and permissions for me to rw. I'm using OpenSUSE 12.3.

I observed this a few times but couldn't reproduce or find a cause

I have encountered a similar bug and seem to be able to reliably reproduce it:
- Enter systemsettings->Workspace Appearance->Cursor Themes
- Select a different theme and click "Apply", the cursor theme should change.
- Quit kwin with "kquitapp kwin" and start it again.
The mouse cursor has the newly set theme now, but will change back to the previous theme when over window decorations.
