Wine enables Windows setup tools to register mimetypes and converts the given windows icon files into PNG files. These are stored in ~/.local/share/icons/hicolor/$size/apps/$icon.png
These files take preference over the global ones in /usr/share/icons/, so once there is a user-located icon for a mimetype, it cannot be overwritten by a global one with the same name, unless you delete the user-defined icon.

Reproducible: Always

Steps to Reproduce:
1. Have an icon file eg. text-xml.png in your ~/.local/share/icons/hicolor/$size/apps/text-xml.png folder
(2. Refresh the view)
3. Right click an xml file
4. Click "Edit file type"
5. Try to assign the generic (oxygen themed) text-xml icon from the icon selector to that file type
6. Click OK
Actual Results:  
Nothing happens, it will still show your custom icon

Expected Results:  
It will use the icon I selected instead.

Works when you choose another icon such as text-plain or whatever but the icons that exist in the user directory always take preference over the global ones.
