TODO: Add support for kipi-plugins which add tags to an image.

This would also allow people to use the reverse geocoding function in the GPSSync plugin to automatically set Places from gps coordinates.

Pushed by johanneszarl into branch 'master'.

Fix "tagspath" handling for kipi-plugins.

E.g. a kipi-plugin can now set a tagspath "Places/USA/New York",
and kpa will correctly add the places "USA", and "New York", make
"New York" a sub-category of "USA" and set the tag "New York" on the
image.
