Many users don't like clicking on application, computer, recently and exit tab in kickoff: it's more comfortable use the "change on hover" option as default.

that is the default; some distributions change this, however, as they feel their users (or maybe just themselves?) would prefer on-click instead. obviously, we don't agree upstream but there's little we can do about downstream decisions.
