Go to the titlebar context menu and enable "Float Window". 4. Try to resize the window. When you drag the border by 100 pixels, the window adds 2*100=200 to its size. Reproducible: Always
Not sure if they are related, but I cannot resize some floating window when tiling is on. (Mostly those popup configure window from plasma applet) and I am sure if I temporarily turn off tiling, I can resize them again. version 4.7.2-4 Arch Linux x86_64

Yes, please (if you don't find another matching one) Since you attached to many tiling related bugs, please be aware that afaics the tiling code is currently rather unmaintained.
I cannot reproduce this bug anymore, I currently use openSUSE-12.1 and KDE SC 4.8.1.
