Version:            (using KDE KDE 4.0.0)
Installed from:    Ubuntu Packages
OS:                Linux

After first installing KDE4 and logging in, the desktop background was just a white screen and after installing a wallpaper then shutting down,and then logging back in later, white screen has returned so wallpaper has disappeared and has to be reset again. All widgets are there and the taskbar, just no wallpaper!

Please note that I have now solved this in settings by changing the 
setting to save manual desktop settings.

I believe this is the same issue.  It was fixed after 4.0.0, unfortunately.  It should work in 4.0.1.

I'm having the same problem but i'm using 4.0.1 from the suse repo
