Very similar to 52568:

the ogg vorbis kio settings in control center allow you to specify a variable bitrate, and set the average bitrate, but you cannot set the min and max bitrates.

My iRiver MP3/OGG player only plays OGGs that are higher than 96 kBps, so I would find this option useful.

Hi, it is indeed still missing this functionality.  See the min/max/average bitrate settings available in the MP3 encoding tab (under variable bitrate) in system-settings for what I think is missing from the OGG encoder.  (I checked this using current audiocd-kio-18.04.3 package on Gentoo today)

That being said, I personally don't own the hardware I initially wanted this feature for, and there may be manpower/technical reasons this was never looked into.  You wont hurt my feelings if you just close it :)
