Version:           1.7.91 (using KDE 3.3.91 (beta1), Gentoo)
Compiler:          gcc version 3.4.3 20041125 (Gentoo Linux 3.4.3-r1, ssp-3.4.3-0, pie-8.7.7)
OS:                Linux (i686) release 2.6.9-gentoo

Reproduce:

in configuraion dialog (menu [Settings]->[Configure KMail...]) select 'Accounts', go to tab 'Receiving', create at least 2 incoming accounts. Close the dialog ant open it again. Press 'Modify' button near one of incoming accounts. 
When we complete change 1st account details and try to select next account from list - it dosn't.

I found the way to select next account: go to the next tab 'Sending' an then return to tab 'Receiving' - now we can select next account to modify/delete etc.
