As discussed on KDE-PIM 2005/1 with Reinhold and Cornelius, 
the GroupDAV resource currently does not allow to mark items as read only.

Reinhold already proposed a simple solution using a micro-subset of the WebDAV ACL draft which is described in

  http://bugzilla.opengroupware.org/bugzilla/show_bug.cgi?id=1099

and needs to get implemented in Kontact (and the servers of course).

Dear reporter, the resources handling got redone for KF5 and KF6 based PIM applications.

If you still encounter the issues you had in the past, please report them to the current maintained and updated PIM applications you use
