Version:           1.5 Beta (using KDE 3.3.91 (beta1), Gentoo)
Compiler:          gcc version 3.4.3 20041125 (Gentoo Linux 3.4.3-r1, ssp-3.4.3-0, pie-8.7.7)
OS:                Linux (i686) release 2.6.9-gentoo

I'm frequently doing an 'ACCEPT_FEATURES="~x86" emerge -UDpv world' to see which packages have updates available, then enter 'emerge -av ' and then look through the list pasting my picks with the mouse. This brings the screen to the bottom every time so I have to scroll up and scroll up and again scroll up and again and again and so on and on. It'd be nice to have an option 'don't scroll on input' so this could be turned off. rgrds.

Are you referring to when you paste, the screen pops down to the bottom?  You want to paste and have the screen text not move at all?

I want the option to lock the viewpoint where it stands, i.e. _only_ scroll with input if the scrollbar is at the very bottom. So I can paste and input without going up and down. :==)

The split-view mode fixes this problem in KDE 4.  You can select View -> Split View -> Split Top/Bottom.  

You then have one view (the top one) showing the list which you want to browse through and select text from.  The bottom one can then show the current input location which you can then paste into.
