When dynamic hide is turned on, the Settings->Tab Bar setting is not changed.  Hence, when the tabbar is hidden, the Settings->Tab Bar can be Top or Bottom.  This is confusing, because of course the tab bar is not visible top/bottom.
Adding a Settings->Tab Bar->Dynamic Hide should clarify what's going on.

Changed all this dramatically in KDE 4, tab bar visibility is now set in the profile settings.
