When someone tries to start a DCC chat with me, Kopete completely ignores the request. There doesn't appear to be a way to start a DCC chat from Kopete, either.

This is a known missing feature.
The code that handle the DCC chat connection should be there and working, but I had the time to implement the interface part.
And there are things much more important things to take care first.

Dear user, unfortunately Kopete is no longer maintained.

Please migrate to another solution, e.g. for Jabber a possibility is Kaidan, for Matrix a candidate is NeoChat.
