Version:            (using KDE KDE 3.2.2)
Installed from:    Unspecified Linux

After editing $HOME/.kde/share/apps/konqueror/konqueror.rc
and removing or moving "toolbars" menu entry it reappears in konqueror, when I restart konqueror.

Did you increase the version number? Ran kbuildsycoca? Disabled pre-loading/killed pre-loaded instances?

Yes. I tried and tools menu is still there.
