I use Debian system which has ability of using several locales. The system-wide locale is stored in /etc/environment file.
_G_DM checks all installed locales and gives me a try to choose one to use, so my X session starts with right 'LANG='.
_K_DM alwas start X session with unset LANG (despite locale I choose while configuring KDM), so all application which I start can't receive localized keystrokes (if I start konsole, my shell parses /etc/environment, so, all applications which run from konsole works fine).
