I tried asking this question to Brendan Scott and he advised me to post this as a bug to get proper help. 
I tried to submit a new bug to KDE and wasn't able to quite decide how to describe the problem using the choices presented in the bug interface. So pls. excuse me if the bug has not been filed appropriately. 
Here's the problem. I managed to install kde3.3.1 for single user in my home directory using konstruct (workaround for bug #88350 was to unset --enable-final in configure). I am also able to use it by assigning proper values to the environment variables KDEDIR, LD_LIBRARY_PATH, and PATH. In the new environment, I am not having a problem with gcc (version 3.2.2-5) in a particular case. Let me illustrate...

If I just do a 

bash$ gcc -Dx
gcc: no input files 

The error reported by gcc is the single line above. If the directory in which I execute the command contains the attached *spec* file, I get the following error.

bash$ gcc -Dx
gcc: unrecognized option `-Dx'
gcc: no input files

Notice the first line in the error message. This is just a sample test of mine. The actual problem was that while attempting to build some application in the new kde environment, gcc was giving the following errors...

gcc: unrecognized option `-D__KERNEL__'
gcc: unrecognized option `-DMODULE'
gcc: unrecognized option `-iwithprefix'
gcc: unrecognized option `-DKBUILD_BASENAME=dir'

With the old kde, this wasn't a problem.
