Version:           1.7 (using KDE 3.3.1, ALT Linux)
Compiler:          gcc version 3.3.3 20040412 (ALT Linux, build 3.3.3-alt5)

Window about "no suitable encoding" displaing in time of edit messge and disturb. It can be displayed more more than once. I think what time to it is attempt to send.

This dialog is presentet when you click on send, not during editing in KDE 4.3
