It's duplicate of #35247, but it's exit in KDE 3.3. #35247 is not completely FIXED. kppp is not redial when "NO DIALTONE" too. And... I think that redial must be processed in any cases.

NO DIALTONE patch

Here is my suggested workaround patch to make KPPP behavior the same in the
case of 'NO CARRIER' and 'NO DIALTONE' modem responses if "Redial on NO
CARRIER" checkbox selected.
I have also had troubles with the auto redialing that breaked in the case of
'NO DIAL TONE' or 'NO CARRIER' modem responses. After installing KDE 3.3.1 and
applying patch below I have full auto redialing.

I used the patch from comment 1 at the time. I haven't used dialup modem for a long time and I can't tell you about the kppp now. The bug should be closed with the note "expired" or "outdated".
