I've noticed a bit of discussion on bugs.kde.org about problems with maximized windows, but I'm having a different problem from the ones reported.

When I disallow moving or resizing of the window, I STILL CAN move or resize the window.

This is with KDE 3.3.0 (gentoo package) and I'm using the Quartz theme for the window manager.  Also, I too am still having the weird effect of having a window resize border at the top (but not sides or bottom).  Seems like this facility still need a little more work.
