When I'm chatting with friends who uses ICQ Kopete sends my russian symbols correctly and my friends can read messages without a problem but when they write to me I see their messages in incorrect encoding.
My own russian messages I see in absolutely correct encoding. Also when I'm chatting with MSN clients both sides can write and read russian messages in correct encoding. So I think it can be some problem with ICQ plugin. Unfortunately I don't have friends with AIM so I cannot test that case.

I'm using SuSE 9.1 Professional with KDE 3.3.0 from official SuSE mirror: ftp://ftp.suse.com/pub/suse/i386/supplementary/KDE/update_for_9.1/

I've just experienced the same problem after kde 3.2.3 -> 3.3.0 upgrade (incoming non-latin1 ICQ messages can't be read) other client is licq.
