Look up /etc/nscd.conf - most distributions disable the DNS cache as it's very easy to trick. Yes, firefox got it's own DNS cache and konqueror decided, that caching DNS queries is task of the system. You don't need nscd for that, setting up a local named works fine too. See http://lists.kde.org/?l=kde-core-devel&m=109750384720342 for an explanation. We already have a bug report open that, if properly solved, will solve this problem as well.
