All what I do is to leave from the default (both with a KDE 3.2.3 ugraded user and with a new clean 3.3 user) checked the box "Disconnect on X exit", and when I exit X, my modem remains connected. In KDE 3.2.3 this did not happen.

This may be the same as bug 22326.
