At least some accented characters are not displayed for pages in utf-8 encoding or iso-8859-1 encoding.

Because I don't know if my samples will survive being posted, I've base64-encoded them.  I apologize for the inconvenience if that's unnecessary.

It doesn't matter if I set the encoding manually or rely on automatic detection; some characters don't show up.

Your fonts need to be able to display the chars you're visiting. And next time you want to provide examples, please use the attach option.
