First this is a general navigation idea.

There is a option, this part of Logitech's Windows Software (and has a counterpart in Mozilla) where middle click activates a mode where moving the mouse controls the view area (viewport) of the screen. That is the mouse will control both scrollbars together.

Well it has been implemented for the browser but what about filemanager and other tabular information.

I doubt most people know about it let alone use it but this would come in extremely handy when viewing metadata. In most cases I maximize the window and then view in "sections". There are intermediate step and no "flow" to the viewing. 

The "wow" part is when it becomes part of KDE's general navigation.

I would not lock in to a seperate mode - that is a distraction. I was thinking holding down the middle button should work. The scroll button is also the middle button (somewhat common design) on my mouse so there is a relationship in navigation. I checked and holding down the middle button in Konq intiates a drop & drag so it is not being used for anything. It is quick, fast, does not interfere with what is now, definately a new twist, and hopefully will increase power users productivity a tad.
