have to set the encoding manually to iso-8859-1 to see the umlaute

Can you be a bit more descriptive? Can you attach one such faulty message?

This shouldn't happen.

IMHO the encoding detection is somewhat broken in KDE 3.3

BTW I am running CVS HEAD and have set my language to english.

I can confirm the symptoms.

The message is decoded as UTF-8 (which is my locale, by the way), even though the headers in both MIME sections say:
Content-Type: text/plain; charset="iso-8859-1"
Content-Type: text/html; charset="iso-8859-1"

Aside from the charset, the section types are decoded correctly (plain text and HTML).

general HTML-rendering problem if default encoding is not set correctly
had to switch font setting in konqueror to iso-8859-1
