Version:           3.2.1 (using KDE KDE 3.2.1)
Installed from:    Gentoo Packages
Compiler:          gcc (GCC) 3.3.2 20031218 (Gentoo Linux 3.3.2-r5, propolice-3.3-7)

I have 2 screen on my computer, but not using xinerama. After I run Kpersonalizer, only the first screen is in the language I selected (French), the second one, all popup are still in english.

I'm sorry, I don't understand. Do you start 2 X-Servers, one on each display? Please tell us more about your setup, or else I'm not able to reproduce the problem. Thank you!

 In fact I have 2 monitor plugued in the same graphic card (geforce ti4200) one on the vga and one on the dvi. I register kdm to launch on the startup process. Because I don't have xinerama on, no window can move on the other screen.
