If you have tabs opened in Konqueror and have the Navigation Panel open, you can not resize the width of the panel.  If you close out all the tabs (leaving one active "window"), then you are able to resize.  It shows a "fighting" of the size your trying to resize it to, and its original position, as you try to resize it.
