France echannel encoding is SECAM. In the wizard, I've selected SECAM => no channel found.
If I select AUTO (as encoding) all channels are found.
Then in the channel setup, if I double click on a channel to edit it and change the encoding from AUTO to PAL, and then back to SECAM, it sometimes fails. then changing to AUTO repares things.
In fact, if encoding type is either PAL, SECAM or NTSC, the channel is messed up (PAL is black and white (normal), NTSC seems encrypted (NORMAL), SECAM seems in reverse video without hsync/vsync (not NORMAL). Setting AUTO solves the problem.

Closing as KWinTv is unmaintained and its developers aren't reachable. Regards
