I just got the log to show up. Basically I realized that if you turn on accounting - and select a telecom provider from the list, you get the accounting turned on. I think that a user should be able to enable logging even if they do not have any need for dollar accounting. For example, in the united states I do not have any charges for local calling, yet I would like to see my input/output bytes statistics. Thanks, jalpesh. If a new maintainer wants to step up and take care, the project is archived here: https://invent.kde.org/unmaintained/kppp You can just clone it in your private namespace on invent.kde.org and if you have started to work on it and fixed/implemented something get it reviewed and the project unarchived.
