Version:           1.5.94 (using KDE 3.1.94 (CVS >= 20031206), compiled sources)
Compiler:          gcc version 3.3.2 (Debian)
OS:          Linux (i686) release 2.4.19

When I drag a URL from either a different email or from konqueror I will always recieve an attathment with the downloaded document.
In the case of a URL (to an external location) I have had many times where I did not want the page, but the link itself. Proably as text.

So Please put up a popup on drop that asks the user if he wants to: "paste link", "attach link", "attach file".

You are right there is currently no 'standard' for this kind of thing (at least not one that I know of).

I can imagine a couple of ways;
use a .desktop file
use a InternetExplorer file (yes they have a 'standard' as well ;)
attach a html file with a href.

Without more research I'd go for the 2 item-list. No problem.
