Unfortunately tear-off seem to have widely dissappeard with the release of KDE 3.1.4. Nevertheless the "Effects" tab in the "Style" control module lists "None" or "Application Level".

However these tear-off menus are very useful, when someone has to frequently select options of a certain menu. But "Application Level" seems to be forgotten by a lot of developers.

Therefore I would like to have an additional option that allowd to enable tear-off menus for all menus of KDE applications globally.
