No bug, but a missing feature. Until now I didn't even know that this header exists because usually the charset is specified by the mail client in the message headers. Note that the bug (at least partly) is on the Mozilla/Enigmail side. It does not act OpenPGP compliant. As MIME aware MUA it SHOULD use the PGP/MIME standard to send such emails. This would preserve the content-type headers a lot better. Thank you for your feature request. Kmail1 is currently unmaintained so we are closing all wishes. Please feel free to reopen a feature request for Kmail2 if it has not already been implemented. Thank you for your understanding.
