new user i.e new ~/.kde folder 
In the Style Module, when Enable GUI effects is checked, setting Menu tear-off handles from Disable to Application Level does not do anything i.e on Apply nothing happens

The expected behaviour was to get the menu tear-off handles in the K Menu.

Annma: tear-off handles in the kmenu can't work right, and are explicitly disabled
