Try this:

Right click on the desktop and go to the "Configure Desktop..." option.
Now in mode: select Background Program
Click Setup.
Now you will find the awesome Kworldclock and the Krappy Kwebdesktop.
Select kwebdesktop.
Go to the wallpaper section.
Click no wallpaper.

Now apply.

Notice that all this "kwebdesktop" thingy does is takea  screenshot of konqueror at the website you told it to. It won't even bother to remove the scrollbar. 

For this to be include din 3.2 I think it should allow you to use the scrollbar and click links, maybe have an addressbar. 

BTW: It  may seem like a hassle to have to click "no wallpaper when you selected the background program, but its actually one of the coolest features. It allows you for example to put these transparent PNGs (http://www.kde-look.org/content/show.php?content=1791) over the background program. So I can have cute little penguins in the middle of the screen while at the same time having the world clock. It totally rocks ;)

Yeah, sorry, I was in a bad mood, I should proofread my bug reports.

Anyway, it doesen't have to be fully interactive, just scrollbars is all that 
is really needed.

The Active Desktop (tm) is just cool :
- We can have more than one web page to monitor... more than one site ! And we
can arrange them.
- We can interact with the pages : scroll (the minimale feature) and click
(perhapse open a brother windows or allow to surf in this desktop frame).

So, I agree with this wish and vote for it :)

Well you can allways just launch konq as the root window....

kcmbackground is used for the background settings of kdesktop (KDE 3.5) which is no more mantained. I'm closing this bug because are related to a product which is no more developed.
