How to reproduce: Watch any web site in Konqueror or any message in KMail which requires a vertical scrollbar. You'll see that you'll also get a horizontal scrollbar which allows you to scroll horizontally exactly the width of the vertical scrollbar. This bug is new in KDE 3.1.3 and I guess I don't have to tell you that it's very annoying especially in KMail.

FWIW, the KDE 3.1.3 RPMs for SuSE 8.2 include Qt 3.1.2-snapshot-20030618.

Reproducable with KDE 3.1.3 RH9 RPM's
