Version:           v0.8.3 (using KDE 3.1.0)
Installed from:    Mandrake Linux Cooker i586 - Cooker
Compiler:          gcc version 3.2.2 (Mandrake Linux 9.1 3.2.2-3mdk)
OS:          Linux (i686) release 2.4.21-0.13mdk

There should be an option to resume stopped downloads in the kget icon on the taskbar. There should be a menu called resume, with all on top to resume all downloads and submenus referring to particular downloads. There could be an option to turn it off, if the no. of downloads increase by a certain no.

In KGet from KDE 4, there are actions for start / resume, stop, ... available in system tray.
